Undertaking a thorough due diligence process is paramount to upholding the integrity of the Malta Individual Investor Programme, and to the Investment Migration industry on the whole. Undergoing a rigorous due diligence is part and parcel of achieving a mutually fruitful outcome for our client and our team.
The Individual Investor Programme of the Republic of Malta is regulated by the Maltese Citizenship Act (CAP. 188) and the Individual Investor Programme of the Republic of Malta Regulations, 2014 (L.N. 47 of 2014)
Applicants who undergo the application and screening process, complying with the required criteria are granted citizenship by a certificate of naturalization for both the investor/applicant and their dependent family members in return for the contribution to the economic development of Malta.
Each applicant must submit a clean criminal record from their country of origin and/or residence and must not be subject to any EU sanctions or lists of persons whose property is ordered to be frozen. Malta implements a four tier due diligence process. Upon completion, this is internally approved by the regulator through various assessments of the file presented further clarified with due diligence companies until a final decision is made (6 to 18 months).
The Malta Individual Investor Programme applicant must undergo the stringent due diligence for the programme and will then need to structure the investment of their funds as follows:
- Pay a contribution of EUR 650,000 to the Maltese Government, which is deposited in the National Development Funds;
- Rent or Lease property in Malta for a minimum value of EUR 16,000 p/yr, or
- Purchase property for a minimum value of EUR 350,000;
- Acquire EUR 150,000 worth of Government Bonds or bonds/ securities listed on the Malta Stock Exchange;
- Health insurance coverage of EUR 50,000 per person.
The application process period enables the relevant regulator to closely inspect the screening and due diligence as required by the rules governing the program and Maltese government. Subject to approval and all conditions being met and witheld the Maltese Citizenship is granted indefinitely and can be inherited for generations to come.
The government bonds/securities and the property/lease must be held for a 5-year investment period after which it can be sold/exited.
